This guidance paper highlights the reality of digital violence in Jordan as a growing challenge that demands a coordinated, whole-of-system response—beyond fragmented, sector-by-sector solutions. It examines the practical and legal barriers victims face, especially women and girls and other vulnerable groups, including risks to privacy, social stigma, complicated procedures, and referral pathways that are unclear or inconsistent.
The paper is based on a consultative methodology that brought together government, security and justice-sector institutions, as well as civil society organizations, to develop realistic, actionable recommendations suited to the Jordanian context. It sets out guiding principles and practical steps to build a safe, effective national response to digital violence—one that protects data and confidentiality, strengthens victims’ trust, and makes it easier to seek help and access justice.
