This study provides a legal analysis of Jordan’s new Cybercrime Law No. 17 (2023) and its implications for freedom of expression, privacy, and protection from digital violence. Drawing on prior studies, court interpretations, and practical application, it examines how expanded offences, higher penalties, and prosecutorial powers may chill public debate and blur the line between legitimate criticism and criminal speech.

The report also highlights gaps in protection for women and other vulnerable groups, including the absence of targeted measures for gender-based digital abuse. It explores privacy risks linked to monitoring practices and evolving interpretations of digital platforms, and offers recommendations to strengthen rights-respecting, victim-centered safeguards.
